The Balıkesir Provincial Centralized Digital Health Platform was implemented to support clinical operations, patient safety, and hospital management across multiple healthcare facilities of different sizes and locations. The project integrates 28 healthcare facilities under a centralized digital health ecosystem operated from a central data center located at the largest hospital in the province.

The platform centralizes clinical, diagnostic, and administrative workflows through a comprehensive Hospital Information System (HIS) and secure Electronic Medical Records (EMR) infrastructure. It enables real-time access to patient information, improves coordination between facilities, and enhances clinical decision-making through structured digital documentation and advanced data analytics.

The digital health ecosystem integrates multiple systems including HIS, LIS, RIS, PACS, Pharmacy Management, and Enterprise Resource Planning (ERP). The platform also supports specialized healthcare services such as organ transplantation programs, dialysis centers, intensive care units, emergency departments, and advanced diagnostic services.

Administrative and operational processes including patient registration, appointment scheduling, billing and revenue cycle management, insurance processes, inventory and supply chain management, and human resources management are fully integrated into the centralized platform.

Interoperability is ensured through HL7 and FHIR standards, enabling seamless data exchange between healthcare facilities and supporting advanced analytics and reporting for provincial healthcare governance.

The system is currently operational and supports over 16,000 users including healthcare professionals and administrative staff, while managing up to 70,000 daily outpatient visits, significantly improving healthcare delivery, operational efficiency, and data-driven decision-making.
