The rod of Asclepius, a snake-entwined staff, remains a symbol of medicine today in Greek Mythology. He was always carrying his rod with him and even he was trying to raise people from the dead. Differently from mythological hero; Asclepius, in the period of Hippocrates whose father was also a physician, the whole physicians was taking oath in the name of Asclepius. But in our day, the doctors start service after taking the “Hippocratic Oath” in the name of Hippocrates who is well accepted as father of modern medicine. With the principle of Hippocrates “Primum non nocere”, all the doctors provide convenience for a healthier and happier life for human being. 

            The information and communication which provide convenience for human being, have become one of the essential key for life like medicine. The Information Technologies which develop the field of information and communication and enhance the quality of life, have become an indispensable element. Medicine has benefited from lots of scientific information in spite of other technological branches. With a better express; Health Informatics revealed the common features of medicine and informatics. Thus; the field that we are providing service is very sensitive, important and is based upon intellectual norms. As it is known; produced value or valuelessness directly affect both the producer (Software Companies) and the consumer (Hospital and health care institutions).

            According to “2009 Malpractice Report” of Department of Police Office for Anti Smuggling and Organized Crime, unfortunately; the grafters occur generally in the field of health care. The mistakes that we witness in that field don't accord with this privileged sector. According to report; health spendings are 30 Billions of Lira in Turkey. Criminal enterprises are especially active in health care sector in order to benefit from it. Crimes in health care sector are generally listed “Illegal health certificate and receipt usage, illegal medical material usage and illegal purchase of goods and services”. 

            In our country; attempts and struggles of Ministry of Health in health care sector notably since 2007 has played a crucial role. We trust that it will progress in a better way by means of new arrangements.

            As Health care Informatics Producers; we need to put the articles which we stated, into practice. This situation will both prevent crimes and force software companies to be more privileged. And also it enables to have the best product at an affordable price for health care institutions. Thus; the whole partners and the society will benefit from it.

            Basically, we should create an Accreditation Council for registration in that field and engage members from various institutions such as Health Informatics Association, Universities and Non Governmental Organizations under the presidency of Ministry of Health. A relating structure, previously published and called “Framework Principles” for software producing companies, should be created within the scope of Ministry of Health. Especially for HIS software companies, after bidding period, the process turn out to be tragicomic so the institution and the companies lose time. Sometimes the companies could be eliminated after a bidding period of 5 or 10 days of demonstration by finding ridiculous pretexts so the public administration loses of money. All those reasons are very comprehensive to discuss but one of the crucial reasons is non-talented demonstration council members. If the companies were previously accredited and qualified as sufficient; there would be no need for demonstration and the time losses would be prevented. Thus, the bar and the standards would be raised by software companies so as to be sufficient and adequate in a bidding process.
