Although digital and paperless hospitals seem to be different concepts, they can be considered as expressions of a single concept in two different ways. As SiSoft Healthcare Information Systems, we have decided to establish the first and only paperless hospital system in Turkey, keeping up with the technology. Sisoft, which was established by Ömer SİSO in 1987, is a company that provides solutions for hospitals, health institutions, and their employees via Healthcare Information System (SisoHIS) software. Along with HIS, we continue to produce solutions for health institutions with software such as Image Archiving and Communication System(Sisopacs) , Family Practice Information System (Sisofamily), Electronic Document and Management System (Sisoebys), Mobile Solutions (Sisomobile), Patient Observation and Entertainment Interface(Sisopmi) and Integrated Security Systems (Sisoguard).

DEVELOPMENT OF HEALTHCARE INFORMATION TECHNOLOGIES IN TURKEY


We've all witnessed the improvement process ofHealthcare Information Technologyin Turkey. If we explain this with an example, the process may be better understood: When we took part in the CeBIT fair in Germany as Sisoft Healthcare Information Systems with a booth in 2004, we felt quite lowly against foreign companies and thought that we had a long way to go. Especially radiological images of the patients exhibited on plasma TVs were among the major advantages of those companies. Where doctors have the opportunity to perform operations such as scaling, benchmarking and making transactions on the images via plasma TVs they use instead of conventional x-ray films, as companies in Turkey, we were not able to benefit from this technology, thereby we were not able to create any demand. Being able to issue invoices and prepare prescriptions in state hospitals was perceived as automation. With such a demand, domestic companies were developing products according to the demand in the market and thus couldn't keep up with international developments. In the same days, a tender that could be considered as big for 2004 was secured by our company. Our bid price was around 70 thousand dollars. However, it was later learned that there was a PACS software in the specification which was initially ignored. Unfortunately, there wasn't a local company producing PACS in those years in our country. The bid price that an international company offered for PACS was 100 thousand dollars. That is to say, aside from earning money, we would risk at least 30 thousand dollars of loss at the completion of the work. As Sisoft, we decided to write a PACS software, and our software, Sisopacs, with the motto "Only PACS software which entirely written by Turkish Engineers", which has been successfully used in our healthcare organizations, is approved by both TITUB registration and Ministry of Health, and has CE certification as well as the certificate of compliance given by IHE which is an International certification organization has become a software that is competing and used successfully not only in the domestic market but also abroad.

​Founded in 2010 as an affiliate company in the state of New York, Sisoft Healthcare Information Systems' main objective was to sell its products globally. For this reason, Sisoft, a member of HIMSS, has begun to work to ensure that the concept of the paperless hospital also becomes active in our country. The project which was started atAnkara Gazi Mustafa Kemal State Hospital within the knowledge of Ministry of Health General Directorate of Healthcare Information Systems ensured that the hospital has become thefirst paperless hospital in Turkey with the resolute attitude of the hospital management. In Ankara Gazi Mustafa Kemal State Hospital, the papers were completely removed and the patient and healthcare management was made easier thanks to the mobile devices. The transactions made with the forms in the conventional hospital files were replaced by the transactions made via the mobile devices used in the services. After switching to paperless hospital application, all operations performed in patient services within the institution were made possible to perform with mobile devices. The documents in the patient files were reduced at every stage of the project and only original signed forms were left in the files. The forms in the patient files were made available to use on mobile devices. In document management, which is another process in the transition to a paperless hospital, installation work was completed and the electronic fax automation system was integrated to directly receive incoming faxes to the electronic environment.

CLOUD COMPUTING AND SECURITY


Nowadays, it is possible to summarize the current period and the state of technology with a single expression: The New Digital Age. Characteristics of this age, also known as the Information Age is Cloud Computing, which includes the concepts of big data and the Internet in a wide format. Because, the necessary hardware, software, maintenance, and support services are provided directly on the internet. Today, health informatics, as the pioneer of many sectors, foresees data access with the technological device preferred by the user independently of time and place.

In this context, Sisoft kept data and communication security at the highest level and became a solution for large complexes in order to inspire all Public Hospital Unity solutions in the sector, along with providing Hospital Information Management System with cloud computing. Provincial hospital automation solutions (due to using private cloud computing inherently) naturally led Sisoft to cloud computing. Moreover, Sisoft was awarded by Oracle with the worldwide Excellence award in Cloud Computing in 2015 in San Francisco. Security features of the Healthcare Information Management System developed with 3-tier architecture by SiSoft are so advanced that it is certified by CommonCriteria (CC) test processes in order to ensure and evaluate the security of information technology that is based on international standards, and it proved its product competence by having Turkey's first and only SPICE 3 accreditation.
