            Despite the experienced many negativity, in the last term, especially the positive picture in economy, causes us to look future more optimistic. Especially, decreasing the inflation to one digit numbers, returning to small amount numbers by the New Turkish Lira, are important developments from point of regaining trust to our money.

            Our hopes are increasing for future by the exper,,enced positive improvements in our sector. A new government policy creation for R-D, especially the increase in budget reserved for R-D more than 20 times, will provide to trigger innovative companies & cause to produce Made in Turkey blended new products. Except R-D  supported source & fons like TÜBİTAK, KOSGEB, TTGV, DPT, 6th Frame; the (YUUP) Widespreaded Naitonal & International Projects within the structure of METU & METU Technopolis indicates that the preferences of our country on these subjects change very quickly.

          This optimistic table experienced with the additional effect of our countrys entering the EU, it is apity that breaking the hopes by the lived negativities in certain places. Especially on some institutions procurements non objective evaluations or the regulations that prevent the competence, shadows the realized Procurements. As the components that prevent equal competence in some of the regulations;

         The source codes of the software are required to be given as a must. The institution insists on its requirement in spite of the declaration that this condiytion is a mistake, a company can not risk its accumulation of 18 years, resource codes are within the scope of ideal & industrial ownership rights law. However while it is a problem for the company to protect its codes against robbery, it is impossibe for the institution to provide this. What is more, the reminding of the fact of selling the program; that was developed by Ministry of Health on the 57th term government & after the cancellation of the project by following, captured by some of the companies, & evetually reminding that a program that was developed by the government is being sold to the public hospitals even does not change the result.

       After the Procurement demo is required. You make your demo with your internationally marketed, claimed to be the best program, commission uses its initial & decides on a program instead of yours, a more expensively proposed (%20-30 more), what is more a product which has just entered the sector & are incapacle to reply the terms of regulations.

What is more produces rich companies without feeling necessary to improve themselves. Whereas, our countrys companies have to be placed in the international arena & empower their production. On the contrary, it is obvious that we will be in the EU not as a manufacturer but consumer.
